Colombian Civil Aviation Regulations, RAC 21. § 21.515 Dear Mr. Elsemiller, According to your application for the acceptance of FAA Supplemental Type Certificate No. ST11131SC, related to the: Installation of the Flight Data Acquisition, Storage and Transmission system (FAST) on the ATR model ATR 42-500, ATR 72-212 and ATR72-212A Series aircraft. Considering that Pratt and Whitney Engine Services, Inc. has submitted the associated technical documentation, which was reviewed and evaluated under AERONÁUTICA CIVIL DE COLOMBIA Av. The Colombian Civil Aviation Authority (Aerocivil) accepts the foreign Supplemental Type Certificate No. ST11131SC, for major alteration application on Colombian registered aeronautical products, in accordance with airworthiness limitations and conditions stated in the FAA Supplemental Type Certificate. NOTE: Is important to inform you that the Colombian Aeronautical Regulations (RAC) requires that the STC to be accepted or validated is the one issued by the state of design that approved the modification, in this case FAA STC ST11131SC, which is the one being accepted in this process. It is also understood that under the bilateral agreements in place between FAA and EASA the data used to provide compliance should be the same independently of the authority issuing the STC, and as long as the type design certification basis are the same, which is clearly stated under the certification basis of the STC submitted for acceptance. Therefore, AEROCIVIL recognizes the issuance made by EASA of the STC 1005485. As substantiated by Pratt and Whitney Engine Services, Inc. the following is the list of required documents that must accompany each installation on Colombian registered aeronautical products as required by RAC43 § 43.300(b): 1. Data List, Installation Data # GN4-T-100-3, Rev L, dated 03/0120/22, or later approved FAA revision. (Including any other manual included in this document by reference, as applicable to the configuration installed) 2. Installation Instructions # GN4-G-010-4, Rev H, dated 03/01/2022, or later approved FAA revision. 3. Instructions for Continued Airworthiness Document # GN4-T-260-4 Rev H, dated 03/01/22 or later approved FAA revision 4. Approved Aircraft Flight Manual Supplement # GN4-T-250-3 Rev B Dated October 01, 2014 or later FAA approved revision 5. A letter of authorization of use of the STC signed by the appropriate person in the STC holder organization identifying A/C tail number and S/N. The aeronautical product to be altered must be listed in the in Supplemental Type Certificate. The STC ST11131SC will be entered in the national index of accepted STCs. Please bear in mind that this acceptance is issued to the STC and its supporting technical data and does not constitute an approval for the product (or products part of the STC) to be imported, is the responsibility of the installer to comply with the requirements set forth in RAC 21.1200 for the product (or products) being imported. In addition, please consider that your company is responsible to keep this STC information (The alterations’ published documents) updated to guarantee safe AERONÁUTICA CIVIL DE COLOMBIA Av. Any major change of the STC information must be reported and documented to the Colombian Civil Aviation Authority (AEROCIVIL). The validity of this letter of acceptance expires when the Supplemental Type Certificate approval ceases to exist. If at any point in time, the AEROCIVIL finds that there is a reasonable doubt to indicate that the safety of the aeronautical product is compromised because of an unsafe condition developed in the altered aeronautical product, AEROCIVIL may cancel the letter of STC Acceptance.
